アジア調達マネージャー/ Asia Procurement Manager

A multinational network services company is looking for an Asia Procurement Manager. The selected candidate will develop regional sourcing strategies, manage suppliers and commercial negotiations, oversee procurement governance and performance, and lead the Asia Procurement function.

Responsibilities:

• Lead procurement and sourcing activities across Asia, providing advice, reports, and analysis to regional and global stakeholders
• Develop and deliver regional sourcing strategies, category plans, implementation plans, and supplier contracts aligned with business priorities and global procurement frameworks
• Manage procurement expenditure, supplier relationships, and commercial negotiations across designated Asia categories
• Oversee RFx activities, supplier evaluations, bidding processes, and comparative analysis in line with procurement policies
• Manage and develop the regional supplier network, ensuring regular vendor reviews and commercially robust and legally compliant contracts
• Align with global Procurement and Finance stakeholders on group-level initiatives and strategies
• Lead, coach, and develop the Asia Procurement function to build capability, engagement, and a strong service mindset
• Track savings, procurement performance, supplier risks, and sourcing milestones, providing clear reporting and follow-through

Requirements:

• Bachelor’s degree or above in a relevant field
• Strong experience in procurement, strategic sourcing, or category management, preferably in a multinational environment
• Proven ability to control costs, negotiate agreements, and deliver measurable commercial value through supplier management
• Experience developing procurement plans, sourcing strategies, and supplier contracts that balance cost, quality, risk, and service outcomes
• Strong risk management, governance, and compliance mindset, including the ability to work within legal and policy frameworks
• Experience leading, coaching, or developing team members
• Strong analytical capability, including experience with spend data, cost models, savings reporting, and executive-level communication
• Business level English and Japanese

Preferred requirements:

• Experience working across multiple Asian markets, including Singapore and Hong Kong
• Knowledge of telecoms, technology, network infrastructure, or professional services procurement categories
• Experience using procurement, sourcing, or ERP platforms for sourcing workflows, approvals, and reporting
• Possess a valid professional procurement qualification or training such as CIPS or equivalent
