A foreign fashion retail company is looking for a TA&TD Manager. The chosen candidate will lead end-to-end talent acquisition, learning and development, succession planning, talent management, and employee engagement initiatives.

Responsibilities:

  • Lead end-to-end recruitment and develop talent acquisition strategies aligned with business plans and budgets, including recruitment administration
  • Develop and implement employer branding strategies and projects to enhance brand awareness and attract potential candidates
  • Partner with Regional and Human Resources teams to understand workforce plans and store growth needs while ensuring effective internal communication
  • Analyse recruitment performance, including candidate volume, time-to-hire, recruitment resources, and candidate feedback, and develop strategies to improve recruitment outcomes
  • Design and continuously improve the onboarding experience for store and office employees to ensure a smooth and engaging start
  • Assess learning and development needs in collaboration with business leaders and support the design of training programs
  • Lead and deliver end-to-end people development initiatives, including design, implementation, and evaluation, in collaboration with Regional and Human Resources teams
  • Manage training, career development, and performance feedback to support employee growth and align with performance management processes
  • Lead talent review and succession planning in partnership with key stakeholders
  • Identify high-potential employees and critical roles, and create and monitor development plans
  • Embed company culture and values across all people-related initiatives
  • Partner with Human Resources Development to implement employee recognition programs that improve engagement, retention, and reduce turnover
  • Analyse employee engagement survey results and work with business leaders to implement improvement plans
  • Collaborate with store management and Human Resources to maximise communication and employee engagement through regular team meetings
  • Monitor and track key metrics to measure trends, effectiveness, and performance, ensuring timely and accurate reporting
  • Prepare and present insights and recommendations to stakeholders on recruitment status, salary surveys, market trends, and talent initiatives
  • Benchmark external best practices in talent management and recommend continuous improvements

Requirements:

  • Bachelor's degree or above in Human Resources, Social Sciences, or a related field
  • More than 6 years of experience in learning and development, talent management, or talent development
  • Experience managing multiple stakeholders in complex, cross-cultural environments
  • Proficient in MS Office, especially Excel and PowerPoint
  • Strong HR business mindset, balancing employee satisfaction, development, reward, and confidentiality
  • Strong interpersonal, communication, coaching, and leadership skills
  • Ability and willingness to travel
  • Fluent level Japanese; business level ENglish

Preferred Requirements:

  • Experience in the retail fashion industry, with at least 2 years in a leadership role
  • Experience in graphic design and presentation tools (e.g. Adobe Creative Suite, Canva, and Figma)
