パーミッティングマネージャー/ Permitting Manager
A leading energy company is looking for a Permitting Manager. The successful candidate will manage permitting activities, stakeholder coordination, government engagement, port-related matters, and regulatory compliance to support project development and execution.
Responsibilities:
- Identify required permits and approvals and prepare permitting schedules
- Clarify responsibilities between project owners and contractors and manage permitting schedules
- Review permit application documents and prepare documentation under the project owner's responsibility
- Conduct negotiations with government authorities and stakeholders and prepare meeting materials and minutes
- Coordinate requirements with design and construction companies and facilitate regular coordination meetings
- Coordinate requirements with fisheries cooperatives
- Manage stakeholder relationships with government authorities, fisheries cooperatives, port authorities, and private companies
- Accompany site visits and surveys in local areas
- Organise discussion points and prepare documentation to facilitate internal and external consensus
- Collaborate with internal departments and related teams
- Coordinate quay usage permits and CTV berthing requirements
- Assess the feasibility of installing fixed cranes
Requirements:
- Practical experience in permitting and regulatory affairs for construction, port, or infrastructure-related projects
- Proven track record of contract negotiations and coordination with government authorities, design and construction companies
- Practical knowledge of building regulations, port and harbour laws, maritime laws, and port occupation and usage permitting procedures
- Understanding of O&M centre operations and Port Upgrade and Logistics planning schedules
- Ability and willingness to travel to Niigata on a regular basis
- Native level Japanese; basic level English
Preferred requirements:
- Basic knowledge of offshore wind power and renewable energy
- Ability to proactively engage stakeholders and clearly structure complex issues
- Hands-on and proactive mindset with willingness to undertake on-site and operational tasks
