オフショア調達マネージャー/ Offshore Procurement Manager

An international energy company is seeking a Manager of Offshore Procurement. The selected candidate will oversee supplier management, contract execution, and ensure compliance with company policies and procurement frameworks.

Responsibilities:

• Develop and implement procurement strategies and plans
• Lead supplier pre-qualification, ITT, and contract documentation processes
• Draft, review, and negotiate supply and installation contracts for offshore wind scopes
• Manage tender evaluations, negotiations, and prepare award recommendations
• Oversee contract execution, supplier performance, and close-out activities
• Provide procurement and contractual advice to the project management team
• Ensure compliance with laws, localisation regulations, and company policies
• Coordinate with finance for billing and revenue collection
• Report procurement progress, challenges, and recommendations to senior management
• Support procurement and localisation efforts aligned with the overall strategy

Requirements:

• Bachelor’s degree or above in Supply Chain, Engineering, Business, or related field
• More than 8 years of procurement experience
• More than 4 years in offshore wind or energy
• Proven experience managing ITT/RFQ processes for complex projects
• Knowledge of OWF contracts (FIDIC, BIMCO, LOGIC)
• Skilled in data analysis and reporting
• Professional level Japanese and English
